If the ex still cares about you… he will be jealous. If he is over you probably it wouldn’t matter who you are making out with.

Nope. If it does work it’s usually because he is jealous not because he suddenly realises what he lost (assuming he dumped you – if you dumped him then this question is just really weird.)
